An Alert for Keir Starmer from His Own History: If You're Not Bold regarding Britain's EU Exit & the EU, Your Labour Rivals Shall Be.

Back in 2018, a mere eight words to electrify a Labour conference and to show the party was falling out of love with its then leader. Although not precisely stirring rhetoric, the phrase were greeted with rapturous applause as most of the hall stood for an impromptu ovation.

As the commotion died down, Keir Starmer, remained at the lectern, visibly startled. He wasn't really accustomed to his addresses having such an effect. His statement was simply: "Nobody is ruling out remain as an option". Context, however, is key.

During that darkly divisive time of 2018, departing from his agreed text in this way was always going to be seen as issuing a challenge to the party leader, who was trying to prioritise leave supporters in key constituencies above the pro-European instincts of his party. With that single address, this seemingly cautious shadow Brexit secretary underwent a transformation – if only for a while – into a political gambler who would stand up for most Labour MPs, members and voters against the leadership he later succeeded.

The Evolution of Stance & Settled Issues

In the years since, much has happened, not least to Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was to declare the Brexit issue had been settled by the 2019 national vote. During the most recent campaign, he repeatedly emphasised unbreakable pledge commitments that forbade re-entry into the European Union or its core structures.

Like his predecessor, his strategy has focused on winning pro-Leave voters in target constituencies, despite survey data suggests many of them have died or changed their minds.

Pressure Building on Europe

However, it’s now the prime minister’s turn to be an embattled Labour leader. While EU relations may not be the boiling pot of British politics, the cap that has been kept tightly sealed since Brexit is beginning to rattle again.

The Prime Minister and Chancellor have intensified their language about the devastation caused by Brexit has inflicted on the UK’s economy. This serves as an effective tool to criticize Nigel Farage, who now rarely mentions his flagship policy was his primary goal and remains his only real achievement.

Nevertheless, the scale of the damage, which by some estimates has left Britain with an economy that is significantly diminished compared to EU membership, towers over the micro-mitigation thus far implemented by ministers. Starmer’s so-called relationship reset negotiated with the EU in 2024 offers economic benefits measured in low decimal points.

Internal Pressure & Bolder Ideas

The chancellor is one of those attempting to bypass entrenched Home Office resistance to a broader scheme designed to boost growth program for young people allowing young people can move between the UK and the EU for work or study.

David Lammy has pondered publicly about the clear advantages of being in a customs union with the EU, as several Labour backbenchers, such as the head of the powerful finance committee, last week supported an opposition proposal on customs union membership.

Although Nick Thomas-Symonds, who oversees EU policy, now present at all cabinet sessions, maintains the red lines are still in place, there exist avenues to work around them. One idea involves declaring the commencement of talks immediately for a more ambitious agreement, to be featured in the next manifesto, to be enacted only after Labour won a fresh mandate.

The Prime Minister's Deep-Seated Doubts

However, Starmer has most recently damping it all down on the idea cautioning that a return to a European customs area would “unravel” the trade pacts with America, which he regards as signature achievements of his government.

Reportedly that the PM’s scepticism run even deeper, and is rooted in three further factors.

  1. First, he believes a customs pact is now much harder as ministers are busily de-aligning from EU regulations in numerous policy areas, including the environment.
  2. Secondly, the prohibitive cost set for the UK to join a European defense initiative and the subsequent collapse in talks has led British officials that former EU partners are less interested in cutting special deals to the UK and are more focused on proving that leaving the EU was a mistake.
  3. Lastly, America's latest security doctrine, praised by Moscow, is viewed by key advisors in Downing Street as a reason for the UK to maintain distance from the EU.

An Alarming Strategy & Strategic Considerations

This strange and concerning document claims Europe is threatened by “civilizational erasure” because of Muslim migration. It includes only one reference of the UK, placed beside a suggestion that the US government will intervene in our politics to encourage the growth of nationalist movements.

However, instead of concluding that this renders America an undependable ally, ministers is worried that aligning closer with Europe could upset the global balance by risking precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation & The Ghost of 2018

This situation brings us back to 2018. Starmer has always said that address was not an attempt to become leader but merely an attempt to preserve the possibility of remain being on the ballot paper. In fact, in those days, he still supported a tailored trade agreement similar to the one he currently seems to reject.

But it’s not been lost on Downing Street note that the Health Secretary, widely considered would be a candidate for the leadership, is among a group of senior ministers signaling they desire greater ambition regarding the EU.

Staff for the Deputy Prime Minister, another probable runner in a contest to replace Starmer, insist she won’t discuss her stance on a customs union because it would only “escalate unhelpful speculation”.

The Obvious Danger & A Prudent Reminder

The danger is obvious. Should the PM reject significant moves towards a close relationship, he allows rivals to claim the territory where the overwhelming majority of the party's supporters reside.

It would be wise of him to recall the impact just a few words had on his career seven years ago. Potential pathways for a big offer on EU relations which the PM ought to consider; he should prise them open personally, rather than letting rivals adopt them as their own.
