She explained his targets were under-privileged children who were attending a summer program which he operated.

The defendant conducted a "treat game" with the youngsters, the legal counsel stated, in which he would go into the sleeping quarters when they were getting ready for bed and request they to ingest treats "rapidly".

She told the court the defendant had conducted this practice with the children "for many years", and youngsters had previously become sick the next day.

She said Ruben proceeded to play the "sweet game" with six children that night - that Saturday - and they were all ill the following morning.

"Law enforcement" had not responded by that stage," she continued.

The oversight body, the Independent Office for Police Conduct, previously told that it was investigating law enforcement's management of the events.

The prosecutor said the children were unable to walk properly due to their sickness, so Ruben's stepson contacted the authorities once more.

She said the man then played the "candy game" in a room of five youngsters.
