Trump's Progressive Warning Misses Europe's Real Threat: Technological Decline.

Donald Trump's national security strategy offers a misguided assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" policies represent an existential risk to European civilization. Yet, this perspective rests on a serious misinterpretation of the situation. The actual challenge facing Europe is not cultural but technological and economic backwardness.

The Stark Economic Divide Separating the US and Europe

The data paint a sobering contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the EU. During this period, European income per person fell from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Currently, about half of the world’s 50 largest tech companies are US-based, while a mere four are from Europe.

The Technological Deficit: A Critical Question

The growing economic gap is driven by superior productivity growth in the United States, largely due to technological innovation and better use of resources. The landscape of global tech dominance is decidedly American. In the last fifty years, hundreds of American startups have scaled into enterprises valued at over $10bn, compared with only fourteen in Europe.

This disparity prompts a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU stand? Experts widely agree it is essentially a two-horse race between the United States and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Technological Lag

Several major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. The EU still lacks a genuine unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A American entrepreneur can launch a service under one set of laws to access a market of hundreds of millions. The European Union, despite a larger population, is divided among 27 separate systems, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was once viewed with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find causes for optimism. European leaders are increasingly aware of the existential challenge and have begun to propose substantial change. Key reports on European competitiveness and the internal market point to the need for sweeping reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher degrees of commercial innovation.

The continent still possesses considerable strengths: high-quality workforce, excellent schools and universities, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these foundations have the potential to trigger a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation technologies, it can still dramatically boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now faces a critical moment. As the saying goes, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been steady. But, without bold steps to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in world influence.
